Dmitry, can you try launching system-config-printer from a terminal, and before that run export LANG=en_US.UTF-8 to see if it is specific to the Russian locale? Also what kind of printer protocol did you choose to get to the crasing dialog (USB, parallel, samba, other)? thanks
