Public bug reported:

This bug seems to only apply to the Toshiba U300; Bluetooth works perfectly on 
a Macbook 6,1.
If Bluetooth is turned on, it toggles on and off very quickly, forever, until I 
turn off bluetooth in bluetooth-applet.
