Public bug reported:

Binary package hint: gnome-power-manager

Package: /usr/bin/gnome-power-manager
Ubuntu Release: 10.04

I expect that the power manager will fire off the "critically low
battery" option when the battery has a small percentage of it's power
left, or a small estimated time remaining (5mins). This way instead of
the computer simply running out of power, it instead shuts itself down.

I have an older battery in my laptop that doesn't work very well, but it
still works. When I boot up Ubuntu it tells me that I have a low
capacity (34.5%) on my battery when fully charged, and it may be broken.

The problem is that the instant I pull the power plug out of my laptop,
a window pups up that the computer is going to hibernate. Regardless of
if I hit cancel or OK, the computer goes into hibernate a couple seconds
later. This shouldn't be happening because I can run my laptop for over
30 minutes on a full battery.

I am guessing this has something to do with my "broken" battery and the
way the power manager calculates what falls into the category of
critical battery life.
