Arbitrarily choosing the first does not seem very helpful here (in a cross-building context). I'm not sure if this dep is genuinely required for cross-building, but it seems senisble to choose php5-cli as the most appropriate way of running anything that needs it. This looks like an instance of a set of cases where there is a choice of fulfillers of a virtual dep, and 'best' answer should be selected for cross-building.
