I'm running the setup on a pair of IBM 3650s and the problem isn't with 
just cron. Even my own custom upstart jobs don't start. So I'd venture 
to guess that upstart is the culprit here :)

And the servers are shut down properly and have never had any abrupt 
poweroffs or reboots yet. So no way to blame the h/w, or power too.
