I believe it would be best to make upstream make use of gettext in a
standard way (or at all), so the best course of action should probably
be reporting the bug upstream and link it to this bug.

At the moment, as we are shipping the translations and they are being
used, I'm going to mark this as Low priority. As per the proposed
solution:

-stop distributing the .mo files
-- we should see if they can be blacklisted in langpack-o-matic
-add cups to the https://wiki.ubuntu.com/NonLanguagePackTranslationDeadline 
page, and export translations before Maverick is out.
