Public bug reported:

If you have a Gnome panel with e.g. the Window List applet, any changes
that occur will raise the Gnome panel "window" above a running
screensaver. This is a serious disclosure/privacy issue as depending on
a user's circumstances there may something confidential on the panel
that is raised above the screensaver.

An extremely easy way to test this is to open the "Take a Screenshot"
window ("gnome-screenshot -i"), set the delay to 10 seconds, then lock
the screen during that waiting time. When the time is up the "Save
Screenshot" dialog itself won't appear over the screensaver but the
Gnome panel with the window list will; showing the newly opened window
as a button.
