Your test had the same problem as my ppt - no bullets but ugly rectangles. So as far as I can tell 1. either I haven't installed something I should, or 2. something has been configured incorrectly on my system.
Here is a screenshot of your bugTest.ppt to show that the problem is present in a ppt that works on your system.
