In the meantime, I would suggest to re-install the
update-notifier-common package using

command, since /usr/lib/update-notifier/update-motd-updates-available
file is a part of that package (you can use

| dpkg -S /usr/lib/update-notifier/update-motd-updates-available

to find this out).
