Click on the newly created 'Main Menu' and make your way to System -> Preference. There should be enough menu items there to get the scroller buttons to appear 5. Using the mouse, move your cursor on top of the scrolling-down button 6. After you are at the bottom of the menu, try to select the last menu item and see what happens: It will jump to the beginning of the list. Observation that I've made - This bug is not present in 'Menu Bar' - It is somehow related to the theme.
