I expected to get first layout (USA in my default case) in the list in
"System / Preferences / Keyboard / Layouts" dialog when "New windows use
active window's layout" is not selected. As far as I remember in 9.10 it
worked fine. In 10.04 it doesn't matter whether this option is selected
or not ("Separate layout for each window" is selected). It works always
as selected at least with USA/Russian pair - in new window I get layout
from previous active window in any case: USA or Rus is first layout in
the list, USA or Rus is a current layout.
