Public bug reported:

Binary package hint: kdelibs5

The file "/usr/lib/kde4/ktexteditor_python-encoding.so" appears to be
missing in kdelibs5, kdelibs5-dbg or kdelibs-data.

Said File appears to be responsible for providing python-encoding functionality.
Without it, Kate & Kwrite would constantly warn the user about the missing 
plugin "python-encoding", with no obvious way to suppress the warning(s).

A search for 'python-encoding' with apt-file yields these results:
    kdelibs5: /usr/lib/kde4/ktexteditor_python-encoding.so
    kdelibs5-data: /usr/share/kde4/services/ktexteditor_python-encoding.desktop
    kdelibs5-dbg: /usr/lib/debug/usr/lib/kde4/ktexteditor_python-encoding.so

A screenshot showing the warning is attached.
