This is a serious problem. I have this behavior with an IBM Thinkpad X60 tablet (panel resolution 1400x1050) and an external 1680x1050 Dell monitor. Running both in clone mode at 1680x1050 makes the internal monitor scroll (good) and the external monitor stretched and scroll (unacceptable).
The fglrx driver handles this flawlessly on another laptop. I tried running the screens side by side, and that was even worse. One screen was always corrupted. This is with xserver-xorg-video-i810-modesetting.
