This appears to be due to a name mismatch in the packages. The documentation (and presumably the code) mentions gst-plugins-base, -good, -bad and -ugly. If I go into Synaptic, I find gstreamer0.10 -plugins-base, etc. If I load the longer-named packages by hand, then when I insert the DVD it plays.
