I have the same problem now with a fresh installation of Lucid on my Laptop.
I can only connect to an AP with SSID been broadcasted.

The argument that turning off the SSID broadcast is against the standard is not 
a good argument.
When your AP does not support WPA because it is to old, the best method to get 
a little bit security is use a hidden SSID and a MAC filter if it exists.

At this time the AP is placed in the basement with a very limited reach of 
action.
WEP is so insecure that i let the AP in unsecure mode.

I have all the needed configuration data, but there is no way to establish a 
connection.
What must be done to try a manual connection on the shell with a given SSID?
