qsampler depends on liblscp, which needs to be a depends, as qsampler is
essentially a GUI wrapper for LSCP.  This bug is related to the fact
that qsampler doesn't do much if linux sampler is not installed on a
network accessible machine (or the local machine for simple
configurations).  The linuxsampler license is somewhat confusing
(claimed GPL, but with an additional non-commercial clause), which led
to Debian bug 328121, and removal.

qsampler is GPL, and there is no reason for it not to be present, but
users are currently expected to prepare their own local linuxsampler to
make use of qsampler.  If the linuxsampler license is clarified, and it
is again distributed by Ubuntu, qsampler should recommend linuxsampler.
Until then, it shouldn't (as this would cause unsatisfiable recommends).
