Sorry, I didn't had time to do a fresh install to test, but with my 
current computer, the modem still not working without the proper udev 
rules - the modem still not recognized as a modem device, just a USB disk.
I think the package reponsable for this detection is modemmanager, but 
I'm not sure. The udev rule /lib/udev/rules.d/77-mm-ericsson-mbm.rules 
do this when the modem is connected: ENV{ID_MM_ERICSSON_MBM}="1" maybe 
some other package must read this, but i don't really know. I did a env 
| grep ID_MM_ERICSSON_MBM, but this returns nothing (I don't know much 
about udev, so maybe this is the correct behavior and this ENV is not 
system env).

About the selection of band (2G, 3G or mixed mode), I read that the 
developers of Network Manager are working on this.
