Thank you for taking the time to report this bug and helping to make Ubuntu 
better. In order to determine the cause of this issue, we would need some 
additional information.
 
Open Startup Applications using the following path:
System > Preferences > Startup Applications 

Here could you confirm if you can find Cups in the Startup Programs Tab.

After providing more information you can change the 'Status' of your bug
back to 'New'. The status of a bug report can be modified by clicking on
the current status in the yellow line, which will reveal a sub menu. You
can then set a new status in the drop down box.
