I don't think Ubuntu supports or will support logging in and playing
audio through PA as root, therefore I'm setting it as "Won't fix". We
generally try to lock down the root account as much we can for maximal
security. In addition, you've found a workaround.

No, it's PA's way of probing what the hardware can do and what it can't
do.
