I had this problem and resolved the issue by editing /etc/group to include a
root:x:0: line. What was happening was that the line chown root:root $SOCKET_DIR which is responsible for the ownership of /tmp/.X11-unix in /etc/init.d/x11-common was calling the root group, which is not created when enabling the root user. Including a root group in /etc/group fixes this issue.
