su'ed to apt-mirror user, ran apt-mirror, but proxy was not set
properly.

EXPECTED :
After a reasonable amount of time, the command would fail and report some sort 
of error that it was unable to connect to the mirror location.

HAPPENED:
The apt-mirror command continually made requests for the index files for 
several hours until it was CTRL-C killed.
