It's accessible under the name "Monitors" from the Applications Place in
the System section with unity-place-applications 0.2.18, so marking as
invalid for now. Please reopen if you don't see it there.
I think Mark's proposal (reviewing the design for the System content),
should be treated in a separate bug.
