Happened upon a way to make this problem go away for this laptop. With a clean install from the beta, and applying all updates today, the problem is present, just as described above.
Then, installed the proprietary drivers - this hardware wanted Broadcom STA and NVIDIA. After rebooting, the problem is gone, no mouse stutter, and no 10 second cpu blips visible in System Monitor.
