Binary package hint: synaptic

The GNOME HIG states [1] that progress windows should have the same
window title as their primary text.  In synaptic (and other programs
that use synaptic's dialogues, such as update-manager), the dialogues
that appear when installing or removing software have different titles
to their primary text.  Both dialogues' titles are "Applying Changes",
but the primary text is "Removing software" or "Installing Software"
respectively.
