There's a slight change, but I'm still getting it with 0.2.36-0ubuntu1: 1.) Maximizing Opera -> top panel becomes empty after showing the window buttons and "File Edit" for a split second. 2.) Clicking somewhere in the window -> window buttons and the generic "File Edit" menu show up in the top panel. 3.) Unmaximizing Opera -> the (now unmaximized) window becomes inactive and the top panel again becomes empty after showing "Opera File Edit" for a split second. 4.) Focusing the Opera window will restore the application name and generic menu in the top panel.
