No, it means that comment 40 is the same as comment 24 but in (much)
greater detail.

Regarding the comment in 24 about "manual intervention", I had been
accused of doing something before displaying the page to cause the
problem.  Obviously, as opposed to changing the character set *after* a
page is displayed, nothing you can do *before* displaying a Web page
must affect the way that page is displayed (unless, of course, purposely
designed to do so, like automatic character set recognition or being the
followup of another page).
