The resolution here was a problem both in the daily builds and with the linaro-media-create tool.
The media create tool was looking to pull the x-loader file (aka MLO file) along with the boot loader file (u-boot.bin file) from the /boot directory on the rootfs partition. The media create tool was expecting to pull those files onto the boot partition as it was creating such a partition. But, the files were not in the expected places and therefore did not get moved over to the boot partition As the execution of the media create tool continued, no detection was made to alert the users the x-loader and boot loaders were not present. So the user continues to boot with the newly created sd card and was therefore not able to boot.
