Ah, OK. You had me confused for a moment with all those menu's,
especially since "global menu" is oftenused to describe the
application-menu-when-displayed-in-the-panel.

Yes, what you thought should happen, should happen :-)

- The only way I can find to add an app launcher to the global menu is to
- launch the app, grab it's global icon, drag it out of the menu area and
- then drop it at a new location in the global menu.

- For me, this was the last option to try and took me about 25minutes to
- figure out. It consists of stringing together 4 different cognitive UI
- actions.
- 
- My intuitions, in order, were:
- -Right click on empty space in menu and expect 'add application' dialogue 
followed by a handy list
- -Browse for app in aplication menu and drag it to the gobal menu
- -Browse for app in application menu, right click on it and select 'add to 
global menu' 
- -Open app and right click on it's Global icon followed by menu item offering 
to 'add this to menu'
- 
- I admit that I may be tainted by my experience with various other UI's,
- but feel that it is a bug that the Unity global menu has only one (and
- in my opinion) complicate methodology for what is probably one of the
- first things a new user will try and do.

+ Apps listed in the Dash (Applications Place, or elsewhere) should be 
draggable straight to the Launcher. In addition, a context menu on such an app 
icon should have a "Show in Launcher" option which installs it in the Launcher.
