A user's *personal* music files should not be stored under
$XDG_DATA_HOME; that is for data that an application needs, not for
"user documents". $XDG_DATA_HOME is the the user-specific equivalent
for /usr/share or /usr/local/share. You can put user-downloaded plugins
there, if they are platform-independent (e.g. Python plugins), as well
as artwork used by plugins, etc. (E.g. if an extra downloaded level of
a game provides background music, that music should go under
$XDG_DATA_HOME of course.)

A user's documents should go in a non-hidden folder in their $HOME, and
preferable use (a subdirectory of) $XDG_MUSIC_DIR for storing music
files.
