Hi Stephen, thanks for taking the time to file this bug report.

It would appear that there is a process on your system holding open the
lock on your dpkg configuration data.

The simplest way to unlock it would be to reboot your system. You may
also be able to find and kill the process by running these commands in
the terminal:

ps auxw | grep debconf

or

sudo lsof -n | grep config.dat

And kill the process ID.

Stephen, if you reboot, or kill that process, and update manager still
fails, please paste your results here and we can reopen the bug report.
