Public bug reported:

I hope this is the right applicatin related.
The bug is that when using 2 languages or more sometimes the keyboard layouts
starts becoming crazy, it changes between the languages fast.
I couldn't find any symptoms for the reason it happens.
I did notice that sometimes when i close a program or open a program (nothing
specific) it stops switching.
I also noticed that when it happen, changing the language in the language
applet doesn't do anything, and removing the language layout completly from
Keyboard preferences doesn't work either, it keep switching.

This bug affects ALL programs when it happen, and not one specific. so
for ex. if gnome-screensaver was activated while having this random
event, it is impossible to do the password correctlly.

Switching from the user and logging back in does not help, but in the
GDM it has no problems. however logging out from the user and logging
back in does do the work.

Using Maverick Beta 32bit on Dell mini 1012 netbook, Using English and
Hebrew for language layouts.

I got confirmed by another Maverick user that this happens to him too,
but i'll ask him to confirm in a comment.
