Given that jaunty is EOL next month, people shouldn't be installing it.

For active releases, I doubt we'd SRU the installer given that this
would change the behavior.

So, I'm going to remove the jaunty tag, and target this to "Later".

Until somebody tries this on the current installer, the status must
remain Incomplete. Its possible that the alternative installer no longer
asks for a proxy configuration.

Also Jack, its not as easy as "can or cannot access the internet". The
proxy is also useful for speeding up the download process if you have a
lot of machines and a shared proxy that isn't required for accessing the
internet.
