Public bug reported:

Binary package hint: console-tools

Since a few weeks feisty hangs on

* Setting console screen modes and fonts

on bootup if you disabled splash (removed the splash keyword from the
kernel options). It just displays '[25;2R' and hangs there. It continues
booting if you press the enter key a few times. Logging in on another
vty and looking at the process list it looks like the hanging process
was /usr/bin/vt-is-UTF8.

sh /etc/rc3.d/S10console-screen.sh start
 /bin/sh usr/bin/unicode_start
  /usr/bin/vt-is-UTF8 --quiet

executing vt-is-UTF8 manually returns immediately (no hang). If you kill
this process (or press ENTER a few times) booting continues.

** Affects: console-tools (Ubuntu)
     Importance: Undecided
         Status: Unconfirmed
