I've seen a lot of people fixing this issue by removing NetworkManager,
however that is not where the problem is located. I have this problem on
an Ubuntu Server install, without any X installed.

 sudo apt-get remove network-manager
Reading package lists... Done
Building dependency tree       
Reading state information... Done
Package network-manager is not installed, so not removed

The problem only happens occasionally, and lasts for 1-15 minutes before
correcting itself.
