I don't know, I didn't think it was a feature.  The date for the 
dpkg-new was older than for just the regular, and I took it that 
"dpkg-new" was a temporary file that should have been cleaned up from 
information I got googling.  In any event, apart from the lack of info 
in the description submenu as to what the correct course was, this was 
the only part of the Install that kept the upgrade from being 
independent of user interaction (although during Cleanup I also had to 
tell it that obsolete packages were okay to pitch, and finally had to 
hit Restart Now).  It would be nice to be able to walk away from an 
upgrade after starting it and coming back to have the box done and rebooted.
