1. What I expected to happen

When I click on the hardware driver to activate it, Ubuntu installs the
appropriate driver so I can use my wireless card. An internet connection
should not be necessary, since the driver is what I need to get an
internet connection. If I need to connect the installation USB or CD,
Ubuntu should prompt me for it and then fetch the drivers off there
without me having to manually locate the .deb files.

2. What actually happened

When I click on System > Administration > Additional Drivers, Ubuntu
tells me "Downloading package indexes failed, please check your network
status. Most drivers will not be available.'"

The driver does not install, obviously.

3. The minimal series of steps necessary to make it happen, where step 1
is "start the program"

Boot up the Ubuntu 10.10 (Maverick) on an HP Mini 1120nr (or other computer 
with a Broadcom 4312 wireless card).
Click on System > Administration > Additional Drivers
See error message
Be unable to use wireless card
