Public bug reported:

I use Synaptic Package Manager.  When I download packages, I sometimes
need to stage the packages without installing them.  For this, I click
"Download packages only".  Then I come back later to install them.  Is
there an easy way to mark or create a custom filter to display all the
downloaded but uninstalled packages so I don't have to remember which
ones I downloaded.  Sometimes it is difficult when I close the manager
because the manager will not remember the markings... or I need to
actually install something else clearing those markings.  Creating a
custom filter to display these "staged packages" would be awesome, but
I've been unsuccessful thus far.  Any help or guidance is appreciated.
