This seems to be a problem in gconf and not gnome-app-install. So
reassigning.

Perhaps you have got a file destruction. Try to reinstall python-gconf.

You can use Synaptic or the command line:

sudo apt-get install python-gconf

** Changed in: gconf (Ubuntu)
Sourcepackagename: gnome-app-install => gconf

** Summary changed:

- [apport] gnome-app-install crashed with ImportError in <module>()
+ import of gconf bindings fails
