I marked this as affecting power-manager, since it seems it might be a (minor) bug with it. The behavior described above happens always (or almost, as far as I can remember) on updates, but only with the gnome- power-manager icon. It did happen a couple of times with other icons, but much less often.
(Admittedly, this could be because (and I speculate) the power-manager is the first (or last) icon started, or some other similar corner case.
