I could lately "fix" this problem by deactivating the energy saving option for the corresponding LAN port in the Router/Modem/Switch/AP-Box (AVM FritzBox 3270, FW: 96.04.80). Since I have no other operating system installed I unfortunately can not say if this is a problem with the FritzBox or if the kernel tries reducing the power consumption to aggressive
