Binary package hint: plymouth

I'm not sure this belongs in plymouth since it is a "problem" with
getty.

When getty is run it automatically clears the screen.  This is no way to
turn off this behavior.

It would seem to be better to control this via /etc/issue and allow the admin 
to put in an escape to clear
the screen - this could be put in /etc/issue by default, but then allow the 
admin to remove it.

A worse way to fix this would be to put a command line option to
suppress clearing the the screen.

this is somewhat necessary so that the admin can better watch the boot
progress if splash is turned off - nice for servers!
