This is caused by the ioctl(HCIUNBLOCKADDR), i.e. bluetooth uses an ioctl that does not exist in production kernels, and then takes a fail path when the ioctl fails.
If you build and install a pre-ioctl(HCIUNBLOCKADDR) version of bluez (i.e. 4.61, the (AFAIK) lucid version), then bluetooth networking works again.
