Since it seems related to the locale settings, I've tried do disable
Translations in:
/etc/apt/apt.conf.d/10periodic, like:
// APT::Acquire::Languages=none;
APT::Acquire::Languages { "en"; "none" };
// Deprecated
// APT::Acquire::Translation "none";
No success, with several variations.
