3) What you expected to happen

When I expand the gcalctool window vertically, the menu bar and other
elements with a fixed vertical size, such as the programming mode bit
field, should maintain the same height.

4) What happened instead

When I expand the gcalctool window vertically, the menu bar and other
elements with a fixed vertical size expand vertically as well.  The
creates a very large menu bar, which is unappealing and wastes space.
