The original bug is fixed in 10.04:
~$ mkdir test
~$ cd test
~/test$ mkdir \~
~/test$ ls
~
~/test$ cd <TAB> results in the following line:
~/test$ cd \~/

Ditto for rm. This bug can be closed.

"rm ~" tries to delete home directory, not the existing subdir "~"
