I'm also affected by this bug. I did a lot of things, trying to isolate this 
issue, but without success. 
I'm trying to explain what I did (I hope this will help) :

The suspend/resume used to work on Ubuntu 10.04 (maybe with acpi_osi set to 
"Linux", I do not remember). 
After an upgrade to 10.10 (same installation), suspend sometime shutdown as 
described by LordMax.
I recently did a fresh install of Ubuntu 10.10 and now, suspend always seems to 
shutdown. The fact is pm-suspend.log goes until "performing suspend" (without 
error), computer "shutdowns" and when I try to resume (with power button, as in 
10.04), it does not resume (it starts normally).

I tried with 2.6.36 and 2.6.34 Kernels (instead of the current 2.6.35),
but without success. I also tried with uswusp, without success ; with
acpi_osi="Linux" as a kernel arg, also without success. I ran Ubuntu
10.04 and 10.10 with a Live USB, and suspend also failed.

It really seems that the computer is not aware that it is in a suspend
state. This is could be confirmed by the fact that "AC Power Recovery"
option in bios (which is an option to automatically restart the computer
if AC power get lost), when set to "memory" (last known state before
power lost is used as new state), restarts the computer 2-3 seconds
after suspend.

The other odd thing is that my hard disk "clack" when I restart the
computer after a suspend. I removed the HD (a samsung spinpoint on a
SATA port) and with an Ubuntu 10.04 on a live USB, suspend/resume works
(I only tested it once). I check everything I can/know about hard disk
(smartctl, fsck, modifying parameters with hdparm (hdparm -B 255 and
hdparm -S 0), etc.) without success. During those tests, suspend worked
twice, but I was never able to discover what changed neither to
reproduce that.

I also investigate stuff related with pm-utils, without success
(removing all the quirks, removing hd head parking before suspend,
etc.). I tried to unload some modules (related to *hci and usb) before
suspend but this does not work.
