I have the same problem. Desktop effects were working smoothly on Ubuntu 10.04 LTS. Since a clean install of Ubuntu 10.10, I find that selecting System>Preferences>Appearance>Visual Effects causes the screen to flicker for around 10 seconds, and then the error "Desktop effects could not be enabled" appears.
