I am having the same issue, but I dont think its a spin down issue. I am using laptop-tools and the disk wakes up every 2 mins due to the flush. The disk is really spinning down (the JBD2 writes seems to be getting cached by laptop mode), but the flush is waking up the drive. someone here https://bbs.archlinux.org/viewtopic.php?id=105456 seems to think that the flush is being cause by the frequent JBD2 writes, though I am certain if this is the case or not.
