Thank you for taking the time to report this bug and helping to make Ubuntu better. The ondemand governor is responsible for detecting the system load and selecting the appropriate frequency. Therefore it's not a bug in VLC, but a bug in the ondemand governor. I am going to change the affected package from vlc to linux.
Which processor series do you have (AMD Athlon, AMD Phenom, Intel Core 2 Duo, Intel Core i)? A workaround should be to select a different governor like the performance governor.
