After recent update linux-headers and qt4 (30 Nov), I experienced same issue on 
Maverick.
Fn+F4 pop's up above message box, suspend from menu works fine.
Reinstall gnome-power-manager from synaptic, then logout/login from X.
It worked for me. Didn't figure out how its related, but was obvious its caused 
by update
cause it worked perfectly before it.
Maybe update should include update of gnome-power-manager as dependency,
or some related settings.
